Judging by the glass this has to be secondary. Doing this exact routine on primary is extremely dangerous.

if you're wondering why there's no spark, it's because electricity flows through the shortest path, and the shortest part for electricity is the path that gives less resistance so even though that bypass was longer, it had lower resistance (maybe some copper alloy) so the electricity would rather flow through that than the aluminum wire that is being joined
