my guess is cement tanker is loaded with cement. Tanker is pushing the tow truck going down slope . Tow truck couldn't brake and lost control

The lorry from the slip road has to be held accountable for this as he caused the tow truck to loose control. Joining the highway, he should give way by either slowing or stop, instead he cut into the path of the two truck.
