Article Five refers to the recent US-Iran agreement (the MoU/ceasefire that was signed a couple weeks ago). One of the key parts was rules around the Strait of Hormuz. Iran was given a role in managing passage through the strait, and ships were supposed to coordinate with Iran instead of just moving freely however they want. The ink was barely dry on that agreement when ships tried to bypass those rules anyway. That’s what triggered the weekend situation. Iran responded because they violated the terms that were just agreed on.
