people here not realizing that 40 in the US or Australia is different to 40 in the UK, where everything id designed to trap heat IN, so most houses are probably sitting at around 50-60°c inside, the reason for no ac is because its literally never really been needed, as it hasn't gotten this hot, its mild-cold temperatures

To the Americans in the comments: are you serious? It’s not just a matter of being able to buy an AC unit; sometimes the law forbids it, and—more importantly—the majority of buildings aren't up to code and were originally built to keep the cold out.
