In the Pearl Harbor, Japan was doing a sneak attack, so they didn’t destroy whole American navy. Even worst, they couldn’t locate the oil tanker. The only thing that matters. Without oil, the ship can’t move. The American were actually glad for the attack. FDR promised American will not go to war if he wins the election. An attack to American soil allowed the government to declare war. They could ramp up their military action. Since they still have oil tanker, the whole navy took only 6 months to recover, and possibly grow exponentially. Midway on the other hand, was a big loss. Japan needed 3 years to rebuild their navy. They were so ashamed that the Navy didn’t tell anyone that Japanese Navy is gone. Essentially, Midway caused the whole Japan to be in defensive position until they lose.
