if you understand the hikmah behind such a ruling you wont think of it as such. it clearly means that the look that is unintentional, one doesnt bare any harm with it. but looking again without necessity usually means the first look ignited something in you, which would mean that look is a look of desire. which makes it wrong. its pretty simple.
