“Even for private jets” yes private jets are also airplanes and still operate under the same principles as other airplanes and can’t physically takeoff with a 30kt tail wind

The airport doesn’t shut down. Most jets have a 10kt tailwind limitation and your charter companies can’t accept anything over that.
