From what I was able to gather the revolutionary army attacks underworld operations like slavery ships, weapon trade, WG and marine outposts, slavery shops?) but on smaller scale than what luffy is doing (attacking warlords and large navy bases, human auction in Sabody etc) they help/take over? Smaller kingdoms with bad sovereignty, or islands that are not part of WG hence has no protection from pirates (I'm guessing most of his operation is focused on the nameless Islands with no protection. Yk because they cannot afford celestial dragon tributes and pirates attack and kidnap the women and children to traffic) , he recruits the angry people and trains them and uses the said islands as bases to relocate the survivors. that's probably how he's getting resources for the army through these islands too. The revolutionary army is very lowkey. They do the work from the shadows, collect information and people.
