im gonna spin this back around. Luffy couldn't understand it because for someone with a boundless imagination he couldn't imagine a scenario where he would abandon Usopp. Luffy is literally not capable of imagining a world where the concept of him leaving one of his crew behind exists. It is consistent with Luffy's character, and it was only Usopp to be more honest imo. but they made right.

he is emotionally manipulating everyone as if he is the only true person who is hurting..his ego is bruised because the ship came from Kaya it gave Usopp a false sense of ownership and authority, making him feel entitled to overrule the captain. he lacks respect and is very insecure. as if everyone in the crew is not hurting. He is so selfish that he did not think of the safety of his crewmates.. remember when zoro said "captain who allows himself to be walked over loses his authority, which would destroy the crew" he is the only strawhat who disrespects luffy.

Imo: Usopp’s feelings were valid, his actions were not. It wasn’t just hard for him. The Merry was Luffy’s first ship as a pirate captain. I know it came from Kaya, and Usopp had the closer bond with her; however, that doesn’t diminish Luffy’s feelings, and elevate Usopp’s.

Because Luffy did not recruit Usopp for his strength. Strength has never been the primary qualification that Luffy is looking for. For him it doesn't matter if they're strong, all that matters is that they're with him.

“He went all out on Luffy, but he doesn’t do that in other fight” perspective is weird. Too many fan project their desires on these characters. Usopp, prove yourself to us or we will call you useless. None of the crew view him as useless, but people do ; which is weird. Holding him to expectations and standards that not even Luffy holds him to is wild. Story telling and emotional development and maturity is lost on people I’m seeing.

Usopp hit rock bottom. He felt like everything was against him he lost the fight to Luffy, the Going Merry was beyond saving, and he felt like he was becoming useless to the crew. But just like in real life, you can't expect other people to pull you out of that kind of mindset. They can support you, but you have to be the one to face it, figure things out, and grow. That's exactly what Usopp eventually did.
