he didn't say it was ready to sell, he said it was ready for inspection. as in he didn't want to inspect it and so he had you do all the work.

Not sure what brand the siding is, but hardie siding specifically, you cannot caulk above the flashing! That’s a big no no! The loose hose bib is not nearly as big of an issue as caulking the top of the flashing to the wall. The water MUST have an escape point. This would void the manufacturer warranty in the case of a water intrusion
