im pretty sure its cause if your seeing the top of tge thigh high your probably either not wearing pants, or realy short shorts, also it might be atached to garter that originaly you would wear with thigh highs, now you see them less, but garters are perceived as sexual, i dont know why but mabey the relationship between thigh highs and garters means tge thigh highs also get sexulized, realisticly its just cause men but thats not a fun reason
