I don’t grow dahlias but looks like leaf miners. The chunks could be grasshoppers or beetles. Valuable from the sides. I don’t do anything to treat leaf minor so someone else can come in about that

I had the vein pattern on some of my plants and sprayed them with been oil and that worked very well! Veining is all gone!
