So the officer charged him with whatever he could think up. The initial judge just processed it and gave them bail. Then the prosecuting attorney who actually has to take it to trial asked for more evidence. And there is none, but he doesn’t want to drop it because then the officer will blame him for not prosecuting the case. The officers not doing their job correctly has lead to the policy at the DA office but it causes a problem with the court.
