The word “Soviet” here is a simple historical fact, it is similar to calling Mozart’s pieces Austrian. Because Shostakovich lived and worked in the Soviet Union when composing it, regardless of whether he liked it or hated it. Hope this helps

The comments arguing over whether or not this waltz was soviet are really missing the point of the fact that this person just played it flawlessly on an otomophone. And personally, I think that a man who was so repressed by his government would be delighted that someone is being so whimsical with his music, regardless of how said music was referred to.
