The board is welded and the jumper wires are loose
how is that even possible

that happens often when the breadboard is still a virgin

Luke :
Try desoldering the pins to remove the board so that there is no pressure anymore and then try to get the pins out the breadboard

Stop using cheap ass breadboards and use the superior method of point to point soldering

Because the pins on that arduino are too big for the conductive pins in the breadboard. Your going to make them very loose to where they don’t grip anything and damage the breadboard

You may want to slide a wire beneath the chips and pull them up or find other way.

Should use those female to male headers not directly on the board

you can get it off by putting a small screwdriver under it on one side, prying it until you see a bit of it come off, then repeat for the other side or even repeat on both sides until it's easy to take out or comes out on it's own

dont know but id recommend using a small bit of metal to try lift it off like a lever instead of gripping with pliers as it can break the component
