The Long Journey to Victory: Over the next three years, the RPA launched strategic campaigns, including the raid on Ruhengeri prison in January 1991 to free political prisoners. Despite peace talks resulting in the 1993 Arusha Accords, the conflict erupted fully again in April 1994 when the genocidal regime launched the Genocide Against the Tutsi.
