Only two cars doing 40. The blue one has no option but to match the speed of the car in front. But if you want to follow your argument then it is 4 cars as the camera car is matching speed as well

This annoys me more than middle lane hogging. I live near spaghetti junction, and they drive around 50 then slow down to 35/40 as they get to the slip road...WHY ARE YOU SLOWING DOWN AND NOT SPEEDING UP FFS!!!!

My cars probably one of the slowest cars you could ever get (not dangerous and can get up to speed safely) but the amount of times I follow cars up a slip road that clearly can do faster than me and they crawl along and attempt to join at 50 is scary, if my car can catch up to yours you’re going too slow!
