if you actually watched this movie with audio, Rhodey told Vision to target Falcons thrusters to turn Falcon into a glider, that's why Vision aimed slightly above

It was close to hitting falcon btw, he was flying UPWARDS, not straight. Plus the scene after he literally balls up and falls right before the beam passes over him as he ducks. Now as to why vision or wanda didn’t catch rhodey, bc technically speaking wanda has chaos magic and telekinesis in a way, she could’ve caught him as well
