maybe it's a red herring, Acheron casually mentioned the term "black hole" so Welt just goes with it and says it's the truth, he did not deny it because it's part of the real truth... when lying it's best to sprinkle some truth into it to make it believable. That way Acheron wouldn't detect whether he lies or hiding something since he already "admitted" it and wouldn't press further.

The black hole is in quotation marks. She even says it in a different manner. Acheron most likely didn't know what it actually is, since it's a foreign object, or rather, something that HSR's universe doesn't have. A black hole is probably just a substitute for what she perceives and the closest explanation. It's possible she might be perceiving its power and called it as such

If i remember correctly, Welt's cane, one of its ability is to manipulate Gravity, Blackholes are formed by gravity collapsing in on itself, so Welt does have a blackhole its just not a blackhole he throws out, its one he creates by manipulating gravity

i understand that a character is only really ever as strong as the writers require them to be during any moment but i still think that welt is by far the most overglazed and overrated (powerscaling-wise) character in hsr admittedly i havent played hi3 so i cannot comment on what he does/happens in that story but in hsr he canonically has to retreat from the ebon deer because he is unable to deal with its regeneration, gets brainwashed with basically 0 effort by a npc from the garden of recollection and as stated by march "still wheezes from the trouble on the xianzhou" - all this while its been explicitly stated that he is at his full power, so i cant really in good conscience believe that hed win against an emanator, let alone people like acheron and zephyro - and the people who say hes aeon level are genuine lobotomites imo though hopefully well see him show off a bit during 4.4, we got a small preview of him using his black hole to teleport yaoguang around in 4.3

yeah they were referring to the quasi black hole, the language here wasn't literal. Black hole was literally in quotes for a reason, it's not meant to be take at 100% face value. of course it's more complex than that.
