Similar example. I work for a very large North American frieght railroad. Our safety manual was written by a group of "experts". Hell, they even won industry awards for it. Not one of them had any practical time DOING the job they were telling us how to do safely. In fact, pretty sure it was written exclusively for limited liabilities in lawsuits.

What you are saying might be true for smaller less professional organizations, but it is not at all true for larger companies. They, especially in a highly regulated industry, take documentation of procedures very seriously.
