sounds like the landlord is living beyond their means maybe they should try and cut back on expenses so they can afford to maintain their house they are legally required to do

If a landlord has 100 properties and has a hard time with liquidity, they can sell one or two properties and pay to fix everything that needs it. It’s literally so easy for them if they put in 2 minutes of effort.

let's not forget maintenance and other costs are tax deductible. so renters pay twice. once thru rent and again thru taxes to cover the hole left by tax deductions by the landlords.
