well it's seems simple. don't hold any cash in the stocks and shares ISA. just continually reinvest. I don't know what happens say when you want to retire, with say 250k, will they tax that cash at 22 percent

its fine. its a good thing. it closes a tax avoidance loophole. if you're putting money into your isa, invest it in the isa and its zero tax. if you're legit, you've nothing to worry about.
