People need to remember that the P level of from IPC itself. Aventurine destroying his Stoneheart is a problem for the Stonehearts, but for the IPC itself, that lost hardly even matter to them, while the acquisition of Penacony is a much more worthwhile gain. So ofc, he gets promoted.
