First one is dashcam driver's fault, IMHO.

Three things to note here: 1. Horrible lane closure placement by the city/state/contractor, especially if that right lane is an on-ramp 2. Trucker should have known the U-haul was going to enter the ONLY lane at least 5 seconds prior to the video start but didn't react at all until they were 5 feet from each other 3. The speed limit is often extremely low in these highway lane closures, usually like 45mph if you're lucky
