Agreed. Really it is how you frame your previous programs in applications. Things you leaned, excelled in, any deficiencies and how you’ve gone about addressing them since leaving the program. Having a (strong) letter writer from your previous program will always be a major benefit in these situations. I will say - I would look to take a gap between leaving a program and applying to another because you want to remedy whatever deficiencies or obstacles that you are facing

but why do you have to disclose it? It seems like the privacy act would be very difficult to get around, and if you don’t disclose it, you just restart the program. I’ll be the cost a lot more money and it’s dishonest I get that, but isn’t university just the two to the end goal.

This has changed a lot over the years! My program 45 years ago had a 50% “wash out” rate at preliminary exams. And other schools were hesitant to accept these students. I believe that I learned and succeeded out of pure fear of failure. There must be a middle ground somewhere.

I got kicked out of an associates program for becoming an occupational therapy assistant and there was no misconduct . I did not try the occupational therapy field again

I would just not disclose the grad program at all and act like I only did my undergrad. Easier to explain a gap than getting kicked out of a program.
