This is straight from the Weather Channel years ago: "Since there are warmer patches around the earth, the clouds don't hold the precipitation and "sprinkle" the water like a rain-shower anymore. It now pours the whole bucket at once, hence the flash flooding in places. Municipalities designed drainage for X amount in the beginning, not XY and Z." This phenomenon witnessed on this video is the result of the iced precipitation not melting to total rain, then the combination of hail, bursts of water and cities not capable(because of old standards) of currently handling said situations. My city tries to always have a backup pump, but uses it, so "my" solution is to keep adding pumps until you have a backup, but like everything, that will cost money that cities don't have.
