Actually, no. It was released under 3.0 and OGL 1.0. It's what led to the creation of OGL 1.1. Honestly, it's a pretty good book for an early 3rd party book. I would argue that while the rules are massively out of date, a bunch of the lore, fluff, and gming content are still quite usable.

So, my very COMBAT HEAVY PARTY back in my 3.5 years used the spell Disrobe on our enemies... a lot. Touch AC was way easier to hit.😂
