The Chief of Defence Forces, General Muhoozi Kainerugaba, on Saturday officially opened the annual Defence Strategic Retreat at the Defence Intelligence and Security Headquarters in Mbuya, launching a three-day strategic planning exercise aimed at strengthening defence coordination and shaping priorities for the 2026/27 financial year. General Kainerugaba chaired the first two days of the retreat over the weekend, leading senior military commanders and civilian leaders through comprehensive performance reviews, strategic assessments and coordination discussions focused on enhancing the effectiveness of the Uganda People’s Defence Forces (UPDF) and the Ministry of Defence and Veteran Affairs (MODVA). The annual retreat serves as a key platform for evaluating institutional progress, identifying emerging security challenges and aligning defence planning with Uganda’s evolving national security priorities. Discussions are expected to inform strategic resource allocation and operational planning ahead of the 2026/27 budget cycle. The conference has brought together members of the UPDF High Command alongside senior MODVA technocrats, reflecting the ministry’s commitment to strengthening collaboration between military leadership and the civilian administration. Among the participants is the Under-Secretary for Finance and Administration, Edith Butuuro, whose role is central to aligning strategic priorities with the ministry’s financial planning processes. The retreat is regarded as an important mechanism for refining MODVA’s strategic planning framework, improving institutional coordination and ensuring that defence policies and programmes remain responsive to the country’s security environment while supporting efficient utilisation of public resources. The strategic conference is scheduled to conclude on Tuesday, when General Kainerugaba will present the consolidated strategic priorities arising from the deliberations to the Minister of Defence and Veteran Affairs, who will officially close the retreat.
