I’ve gotten this sort of interaction a few times. There’s a “friendly” dog that has bitten multiple dogs and PEOPLE in my neighborhood. I always cross the street when I see her.

My old dog used to be dog reactive. We worked on it and she eventually reached the point where she wasn't just fine with other dogs, but actively enjoyed their company. However, for the first several years of her life, she was not okay with other dogs! She wouldn't seek them out at all, but if they approached her and she felt at all overwhelmed, she would react accordingly, which sometimes meant snapping at them. (She never bit another dog, but that's because I knew her well enough to get her away from other dogs as soon as they got too close.) So many people who would approach with their dogs without asking to let them say hi, and then they would get offended when I would move out of the way. "Oh, he's friendly!" Cool, she wasn't! And even when she did reach the point of being fine with other dogs, ask before letting your dog go say hi, don't just assume! And take it gracefully if the human says no, they can't say hi!

I definitely have some thoughts, Practice being firm; "we need space, thank you!" "can you shorten that leash for us to pass, thank you!". "we're going to back up and let you pass, please continue past us" "please back up, we need space". You do not have to say that your dog isn't friendly to advocate for and ask for space. I also use; "We're training right now, please keep moving on!" "No thank you" and just straight up "NO." Practice in the mirror. Practice with friends and family. Add in your own that make sense to you for your dogs. People are not reading their own dogs body language, much less other peoples. Be vocal, be firm, advocate for space. Do not invite people in for friendly conversation. Be short, and firm (while still being your sweet and kind self!). Also be willing to turn around and seek alternate routes if/when possible if it's ever needed. That lady was in the wrong, but there are definitely things you can practice to minimize the stress on both ends.
