I think this means that while Ralsei knows everything about the prophecy, since it's so criptid and it's meaning can be easily misinterpreted (Like how the community thought that flower man prophecy was about Asgore instead of Flowery) Ralsei just thought the knight could only appear at the battle against the heroes and not in before that, now this doesn't make 100% sure that the prophecy ISN'T obnicient

The prophecy is not wrong. It said that the knight can only show up along with the heroes, and which hero is notorious for always making fountains with/for the knight? Kris. Ralsei was just surprised that they would do such a thing even way before the ch1, hence his confusion.
