Something can be both a region and a nation though. It's accurate to describe Scotland as a region (of the United Kingdom) as a region just refers to being a subdivision of a larger whole. You can also call Scotland a nation as that just describes a community of people with a common identity. Being one doesn't invalidate the other.

Also completely dismissing the power of Holyrood. Scotland rules itself in the vast majority of matters. Only some things are not devolved. Defence for example.
