It really sucks you cannot sell. Could you hire a property manager and just rent it? Sucks you cannot sell but at least if you rent it, it wouldn’t just be draining you.

I'm in St. Pete. Try a rent-to-own privately. Done right, you may be able to find the right situation that serves a mutual benefit. The cost of housing is way too high here. Good luck!
