every dragon has different charecter some dragons are very easy to tame like silverwing ehich is considered one of the gentlest dragons who doesn't harm anyone unless instructed by a rider

The first comment is pretty d*** accurate, but I'm going to add to this. The dragon did not think ulf was a mini baby dragon, she sensed the dragon blood in him or the dragon riding blood, just like the other guy who got vermithor he had targaryen blood in him, the dragon sensed the dragon rider blood in him. Same with silver wing , she sensed the dragon rider of blood in ulf not that he was a baby dragon
