I think it's a solution on a planetary scale I.e. recreating ancient ocean environments. The problem on land is scale, you're trying to capture carbon with a fan in a room. But the ocean is the earth most effective carbon sink. Creating more protected ocean reserves not only has a positive effect for the fishing industry due to the spillover phenomenon. It also could restore miles of natural seagrass and we could even culture bioengineered algae to accelerate the carbon capture effects.
