first of all it's not hoop it's hook iron and the 3 reasons are; it brings the wall together which makes it stronger because even walks with hook iron can get cracked 2 it helps in to strengthen the joint because sometimes sand can be salty and it eats the wall but with hook iron it will help to balance the power of salt in s mortar and bricks 3rd when locked in the colm and it's casted it brings the wall together which makes the building last longer

the joining of the columns with starters should be considered your boys should rigidly tie at ring angle with all 3 members in intact the ring, starters/ overlapping bars, with the new erectile column🥰 its just an advise plse fellow engineer donot back fire sir kindly get my point.
