Ushanka can be weared with ear warmers dropped down and tied. Ushanka is literally has word "ear" in its name, because it was created to protect ears from cold. Ushankas were very popular, they often were used by regular people and police, not only military. Also ushankas aren't soviet thing. It existed at the times of russian empire. It was created from fur hats of siberian, turkic and mongolic indigenous people during colonization. Ushankas aren't even originally russian & are product of colonization
