I don’t understand how a huge building can remain empty for 10 years. The council charges either business rates or council tax depending on it’s use. So even if empty, there would be charges (50% at empty rates). How can they not pay these charges and if they did, it would be a lot of money

You should read the back story on how he acquired the land ( the London Underground had a huge level of culpability ). And ask yourself how was he permitted to build to such a height…Snart operator was Harry.
