Homeless people are allowed to say no to donations, its not a personal thing. They may have felt embarrassed, or had already eaten enough, or needed dog food, or blankets/pillows, or money for a shelter, or to pay off a lime bike *i think thats the name*, or maybe theyre an alcoholic who was about to/had started withdrawal and needed alcohol to keep living, or maybe they wanted something to help them sleep (drugs, alcohol, sleeping tablets), or maybe they owed someone something, or they needed to get a prescription/needed tablets like hay-fever tablets, maybe they needed the bus or a taxi etc, maybe they just wanted some spare coins to have that security to afford bus fare or water or smthing if they needed it, maybe they were begging for another homeless person and they werent aware of the 2nds food allergies (so couldn't accept any food for them), or maybe they were suffering from some kind of mental health problem *like a delusion, or an OCD compulsion etc* and needed the money to help it *their hallucination/delusion may have called for it, or the compulsion may have involved handling coins*. There are many reasons a homeless person may say no
