If the photographer set foot on federal property, he could be arrested. However, if he stayed on the public sidewalk, there's nothing they could do.

A long time ago when I was an AGR company armorer in a National Guard unit one of the weekend warriors thought it was a good idea to take pictures of the inside of our arms room while standing in line waiting to turn in their weapon. I saw the Kodak disposable pointing towards me and the weapons. I showed them the placard that said no pictures of the arms room were allowed. I seized the camera and exposed the film, all within accordance of regulations. You can’t have a unit member showing off our weapons inventory to their friends and family and hope they don’t decide to go on an exploratory adventure one day. It felt like a dick move to ruin the whole roll of film but there is no leeway in that situation.
