They have completely different meanings. “I said” means I said those exact words. “I was like” means I said something similar to this or this is what I meant, but it was not those exact words.

The difference is that "I was like" belongs to a recent practice of *performing the anecdote instead of describing what happened. "I said xyz" is descriptive. When you say, "I was like" and "and I'm all, what the hell?" it's because you're actually doing a kind of one-person skit. I've met a linguist who was writing about this phenomenon, actually. A long time ago, but linguists are definitely interested in this recent trend of performing recalled conversations/interactions

Also, saying “I was like…” lets you express your thinking, and embellish the words with exagerrated emphasis, facial expressions, gestures and postures that convey more than mere words can do. It conveys your overall state of mind, not just the words you may have said.

I think “and I was like” also adds a performative element to our storytelling and allows you to strike out or embellish etc. and that enhances the tale your telling and helped the phrase catch fire and spread across the US from the West Coast.

in Scotland growing up I remember people saying "so I turned round and said" then " turned round to me and said " and so I turned round and said" on and on and on giving the picture of us all just spinning in circles while chatting 😁

We have it in Spanish, probably from English influence. We say "y yo como...", which is "and I (was) like..."
