Not real, it uses imagery based on Barney and other 90s public television from the US and Canada properties. That's why it's recognizable. You can't remember everything you saw on TV as a kid, so your mind takes the memories to make confabulations in order to make sense of these clips. No one ever offers a specific episode or plot about shows like this, let alone what they remember of the main character that makes it different from other shows. The other give away is how Hi Def these clips are especially if its existence is scant or lost media. Normally it would still exist but as copies from old reels or VHS tapes and those are definitely not Hi Def. And sometimes if the only existence of the media are people claiming to remember it only after seeing these clips, then I'd say it is very unlikely to have been real at all.
