your claim is wrong. a ninjas power is NOT their chakra, it is their chakra manipulation, how they make rasengans or manipulate sand/wind or natural forces. this is the same with characters in the DragonBall universe. their powers are NOT their ki, it is their ki manipulation. without ki/chakra ninjas still know how to use ninja tools, and are well versed in the basics of taijutsu/hand to hand combat. goku/vegeta/krillin are also well-versed in h2h combat. I agree in pure strength though, it would probably be luffy

It's literally luffy. Without df he still has Haki. Haki is literally just as busted as df's. Only df's I put above Haki are ancients dfs like us devil df, luffys Nika df, lokis nidhog df, amd others are Wb's gura df and BB's yami df

So basically, it’s Goku TECHNICALLY if you allow them having no Ki without dying. But if you’re being literal, it’s luffy.

1.Goku without ki he would just be a very strong alien being able to withstand 10x the gravity of the earth 2. luffy without haki or his rubber fruit will still be much stronger than any human 3. Naruto without chakra or kurama will be an above average human with great taijutsu 4. ichigo without shinigami powers is literally just a strong teenager.
