That’s completely illegal. The federal law says that you have to give them the ability to switch the climate mode,( heat or cool), temperature but as a landlord, he does not have to give you the right to turn it off.

whatever you do, don't look up your thermostat model online. do not find out where the sensor is for the device. and do not use a hair dryer or anything like that to force hot air into the sensor. this could trick the unit into thinking it's much much hotter than it really is. and definitely make sure the plastic shell does not melt or warp. safty first.

Wet towel. Put in microwave. Drape damp warm towel over lock box. Will create a warm micro climate for the t-stat and will kick in the ac…. Wash rinse repeat as needed.
