There have been no arrests, because the investigation is still in progress. There will be arrests after it is completed. It just a matter of who will be charged, and what will be the charges.

This is the normal process & a proper investigation is required to ensure charges can be brought & conviction be obtained. A lawyer can get a case thrown out on a technicality.
