Yeah that goes in a cute pot on a porch or something. It doesn’t going in the ground. The land is planned. It’s like a mint plant. It’s an appreciated gift but it does NOT go into the ground.

Absolutely not. MIL can gift a plant but she doesn't get a say where it goes. That's double since she knew the plan for the garden and intentionally bought something that wouldn't fit.

I was gifted shoes, then was told what to do and not do with gifted shoes...I re-gifted said shoes to someone else. It's a gift, if you wanted me to do what you would do with the gift, keep it. problem solved.

grasses are absolute assholes once you plant them. they spread like CRAZY. absolutely do not plant a grass in your garden that you dont want because you will be pulling out huge clumps of it every year for the rest of your life.

The MiL was told about their plans- even without heavy detail like OP provided it takes 1 google search and 1 text to OP- “hello I was interested in giving my son a plant for his bday I saw these (list 2-3 options of native plants), would these work for your garden? I’d love to have a small part in its growth and beauty even if it’s a small gift to my son. Let me know what works best!” FIN
