Driven by urgent threats to European Jews, the movement debated multiple locations for a safe haven. the late 1800s, violent attacks (pogroms) in Russia made finding a safe home for Jews very urgent. Theodor Herzl, the founder of political Zionism, needed a place where Jews could rule themselves. He and other leaders considered several locations around the world. The Zionist movement faced a split because many Eastern European Jews refused to look anywhere but Palestine. They argued that the Jewish people had deep historical and religious ties only to the land of Israel. However, after serious exploration of other regions, the movement officially decided to focus all settlement efforts solely on Palestine in 1905.

let's not forget the migration had already started in the 1930s. the Haavara agreement was signed to ensure they could move their wealth to Palestine.
