Yes, restaurants and coffee shops pay thousands of dollars a month in rent and overhead so you can bring outside food and enjoy the space.

that's one of the coolest things about Germany. you can buy one coffee and sit somewhere uninterrupted. That's how JK Rowling's wrote Harry Potter(although she's Scottish).
