This is exactly why I do not believe that in the current state making the pilgrimage is permissible. No matter how important it is of a spiritual connection, the money that you have to pay (and let’s be for real no true Muslim government would charge that much money for a religious requirement) does more harm in the hands of the Saudi government then it is worth. It’s like the same concept that they have in the show “the good place”. Technically you can try to do a good thing, but because there is so much corruption down the line of how you get that good thing, it turns out to be a bad deed. I refuse to give my money to them because I don’t want my money to be used to harm others.
