Sa ulat ng COA, nakasaad na, “In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of OVP as at December 31, 2025, and its financial performance, cash flows, changes in net assets/equity, and comparison of budget and actual amounts for the year then ended.” Ang unmodified opinion ay ang pinakamataas na uri ng audit opinion na maaaring ibigay ng COA, na nangangahulugang walang natukoy na material misstatements sa financial statements ng isang ahensya at maayos ang presentasyon ng mga ito batay sa umiiral na financial reporting framework.
