I think they consider Ted worse because his victims usually came from good families so it was easier to connect with them. Which made ppl more interested. Sam (on the other hand) went after prostitutes or those who didn’t live a decent lifestyle. Which makes it harder to know who’s who cuz their family probably didn’t even realize they were missing until it was too late. Not only that I think Sam was much more careful than Ted which allowed him to have a much longer spree. And it also seems that police won’t properly announce him as the worst serial killer in modern history because it would make them look worse. Prime example: 1982: he was charged with smurder of a missing women but probably due to lack of evidence or body they declined to indict him. 1984: he was acquitted of a diff smurder case; also 1984 (separate cases) they only gave him 2 yrs for attempted smurder of two women. And it wasn’t until 2012 (when they finally got DNA to catch previous cases) when they finally charged him for the 8 women. Considering how many chances they had soooo many women would still be alive had they charged him the first few times. And for that reason any info on him won’t be as public. Just my theory.
